Reporting Deadlines and Subsidy Withholding

ADMINISTRATIVE LETTER: 55
POLICY CODE:  DI

Data collection from school administrative units (SAUs) is essential to calculating State subsidies for the following year and preparation of the Commissioner’s Recommended Funding Level, which is presented to the State Board of Education in December of this year.

Recognizing the importance of receiving valid data on time, the Legislature authorized withholding of subsidy when SAUs fail to submit some of the data on time (20-A MRSA 6801-A and 20-A MRSA §15689-B sub-sections 7 and 7-A). We, and other SAUs, appreciate your timely submission of data.

Please find this year’s schedule of “Reports that Impact Subsidy” on the Department of Education Reporting Forms website:

http://www.maine.gov/education/forms/forms.htm

The schedule will assist you in allocating employee resources during the early Fall to ensure that data deadlines are met.

Examples of “required data” include financial, staff and student data necessary to calculate components of the Essential Programs and Service Funding Act.

These data submissions are broken into two categories: One is the initial report due date, and the other is the final date for any revisions that will impact the 2012-13 State subsidy calculation.

The website also includes a list of the staff positions that specifically impact the calculation of the Essential Program and Services matrices and special education allocations. The MEDMS Staff Information will also be used in the calculation of the Minimum Teacher Salary Adjustment and verification of eligibility for the National Board for Professional Teaching Standards Salary Supplement.
