AUGUSTA – Test scores from the 2015 National Assessment of Educational Progress (NAEP), in grades 4 and 8, released today show Maine remains above the national average even as mathematics scores slightly declined and reading scores saw no statistical change.

The following Priority Notice was distributed on Tuesday, Oct. 20 to superintendents regarding the conditional vendor award to Measured Progress, Inc. for the 2015-16 administration of the Maine Educational Assessment (MEA) for Mathematics and English Language Arts/Literacy.
Dear Educators,
As a result of action during this past Legislative session, Maine will no longer participate in the Smarter Balanced Assessment Consortium.
We are pleased to announce that the Maine DOE has made a conditional decision, based on a competitive process outlined by the Maine State Division of Purchases, to award Measured Progress, Inc. the contract to develop and deliver our Mathematics and ELA/Literacy assessment in 2015-16. This proposal includes an assessment developed by Measured Progress, Inc. for students in grades 3-8 and the SAT for third year high school students.

On Monday, Oct. 12 the National Center for State Collaborative (NCSC), Maine’s 2015 alternate assessment for math and English language arts/literacy, made Student Reports available to all registered Test Coordinators and notifications were sent via email. Test Coordinators are advised to download these student reports and make copies for schools, parents, and sending school districts, if applicable. Access to the reports will remain open until Nov. 6.

This week the math and ELA/literacy parent/guardian student reports are being shipped to schools from Measured Progress. Each report includes a cover letter from Maine DOE’s Acting Commissioner Tom Desjardin. The Department has also developed a sample letter you may use and/or customize for parents. The letter includes a link to a brief webinar to assist parents in understanding student reports.

Maine DOE is recruiting schools again this year to serve as field testing sites to administer the New England Common Assessment Program (NECAP) Science Inquiry Tasks in grades 5, 8, and 11. This opportunity allows Maine educators to see science performance assessment tasks in action. The field tests will occur between Nov. 2 and Nov. 20.

For many years, the Maine DOE has provided various College Board assessments to high school students. Maine’s required assessment system changed at the end of 2013-14 to no longer require the College Board assessments (former ReadiStep, PSAT/NMSQT, and SAT). To support schools through that transition, the Maine DOE provided the College Board assessments (the actual test and the cost of that test) on an optional basis during 2014-15. However, now for the 2015-16 school year, Maine DOE is not providing assessments beyond what is state-required, which is still being determined through the RFP process.

AUGUSTA – As Maine shifts to a proficiency-based system by 2018, the 2014-15 Smarter Balanced Assessment scores in English language arts and mathematics for grades 3 through 8 and the third year of high school are the first statewide assessment of our students’ accomplishments in meeting Maine’s college and career readiness standards. These results are reflective of a more rigorous assessment as the world is changing rapidly, and Maine is poised to improve in this educational shift to better prepare our students for future success.
