Resources and Information about Protecting Student Privacy

Federal and state laws regulate the privacy of student education records. These laws apply to all schools that receive funds under an applicable program of the U.S. Department of Education (DOE). With this in mind, the Maine DOE has put together a toolkit of links to information, resources, and training for district administrators and school employees to use as a quick reference for information and contacts related to student data privacy.

In addition to having links to information about the Family Educational Rights and Privacy Act (FERPA) and other federal and state laws that protect student privacy, there are also training videos, resources and guidance from U.S. DOE about understanding what student privacy is as well as other more in-depth tutorials about everything from virtual learning to integrated data systems.

The toolkit also features state level resources such as the Maine Student Privacy Alliance (MSPA), in addition to more student privacy resources from U.S. DOE, both specifically for district administrators but also for early childhood educators, education technology vendors, parents and students, postsecondary school officials, and researchers.

DOE Data Training 8/24: Submitting Homeless Student Data

The Maine Department of Education (DOE) Data Team will be holding a training session on August 24th at 10am to discuss how School Administrative Units (SAUs) and private schools should be submitting Homeless Student data to the state.

The target audience for this training includes both data coordinators and McKinney-Vento Liaisons.

We will have Maine DOE Migrant Education Specialist Amelia Lyons on hand to answer any specific Homeless Student data questions.

Privacy Technical Assistance Center (PTAC) Virtual Meeting: Return to School – Addressing Privacy and Security Challenges in K-12 Education in the Wake of COVID-19

This fall, all schools and school administrative units (SAUs) are resuming full-time, in-person instruction. How can we use the lessons learned during the once-in-a-century pandemic to improve student privacy? This webinar brings together representatives from across the country to discuss the “must-dos” that come with federal student privacy laws, as well as the “should-dos,” challenges, and lessons learned from the recent rapid shift to remote learning.

PRIORITY NOTICE: Toolkit of Resources Available to Promote the Meal Benefit Application

As schools across Maine prepare for the 2021/2022 school year with many changes, including the implementation of free school meals and the challenges of COVID-19, we are aware of the increasing difficulty you face with asking families to fill out the Meal Benefit Application.

Families, schools, communities, and our state can greatly benefit from the data that is gathered from the application, which includes key funding for school resources and additional resources for families in need.

The Maine Department of Education (DOE) has created a Meal Benefit Application Toolkit for schools/districts to help inform and promote the application within your school community:

We hope that having these resources laid out in this toolkit can ease some of the burden to create your own promotional and informational materials. Here are some of the resources you will find in the toolkit:

  • Social Media Graphics – short informational graphics that can be shared on your district/school social media platforms.
  • Translated Informational Materials – a one-page info sheet that can be printed and distributed to families (translated versions available), info for teachers and school staff, and a letter to families expressing the importance of the Meal Benefit Application.
  • Meal Benefit Application Form Options – links to the original printable application, an online option, and an alternative sample form that can be used to help inform state subsidy calculations.

Maine DOE Data Management Systems Summer Training 2021-2022

The Maine Department of Education (DOE) Data Team will be holding their annual summer trainings during the last two weeks of July. The focus this year will be on tips and resources to assist School Administrative Units (SAUs) with data reporting and with viewing/certifying reports.

  • Training sessions this year will be held remotely utilizing the Microsoft Teams application.
  • All training sessions will begin with a presentation and conclude with a topical Q&A. Please feel free to register for as many sessions as you would like.
  • Most sessions are duplicated to ensure as much availability as possible.
  • All sessions will be recorded and posted to the Helpdesk’s Webinar Page .

These training sessions are a refresher; more extensive training will be provided for individuals who are brand new to state required reporting.

The MEDMS helpdesk is now offering one on one onboard training for SAU and school staff that are new to state required reporting. Please note that these trainings will be held as helpdesk availability allows.

Maine DOE Child Nutrition Launches CNPWeb for School Year 2022

The Maine Department of Education (DOE) Child Nutrition is excited to announce that we are moving over to a new program, CNPWeb, which will replace NEO for all School Nutrition functions.

CNPWeb will streamline the claiming, ordering, annual application and review process for all of our child nutrition programs. The system will go live in July 2021 at which time each district will need to submit their annual Sponsor Application and Site Information Sheets for approval.

Superintendents will have permissions to approve the monthly claim for reimbursement. However, if you wish to delegate another person as the Approving Officer, the Superintendent must email Pamela.Partridge@maine.gov to make this request.

MaineCare Seed Adjustments to be Made, Request for Review of Q3’21 Reports by July 15, 2021

The recovery of Q3’21 MaineCare Seed will occur in the July 2021 subsidy payment. The Maine Department Of Education (DOE) is asking School Administrative Units (SAUs) to review their reports by July 15, 2021 to ensure accurate adjustments to subsidy. SAU staff must review, and submit disputes, or student by student claims on both the public and private MaineCare reports for Q3’21 by July 15, 2021.

To access the MaineCare Seed reports, please follow the instructions below.

  1. Log into NEO using the link below

  1. Click on the Student Data tab
  2. Click on the Student Report tab
  3. Select MaineCare in the Reporting Area drop-down
  4. Choose the quarterly Seed report and the report type (private/public)
  5. Click view report button
  6. Export Button

    Once the report appears on the screen, choose the export button.

You may export the reports to Excel, but please be aware that there may be multiple worksheet tabs within the workbook. Save the file to your computer.

To dispute a claim:

If you disagree that a particular student or time period should not be on the report, please send an email with the following information for each State Student ID to stephanie.clark@maine.gov.

  • State Student ID
  • The reason that you disagree
  • Identify the type of report: public or private
  • Quarter in which the claims are located
  • Service provided dates (From and To)
  • Total amount of Seed being disputed

Summer services:

Students must be enrolled for the time period they are receiving educational services. This means that students that are receiving extended school year services in district, or extended school year services in an out of district placement, must have a primary enrollment for that time period. This will ensure that Maine DOE has the most accurate enrollment data to determine SAU responsibility for MaineCare Seed.

If you have difficulty logging into NEO:

Anyone who currently has Special Education Director permissions to the Special Education module will automatically have permissions to access MaineCare reports.

As in the past, if a new staff member needs permission to access this module, a request from the Superintendent to the Maine DOE helpdesk will be necessary. The helpdesk contact information is medms.helpdesk@maine.gov or 207-624-6896.

End of School Year 20’-21’ Checklist for Completing Reports; June 11 Webinar Available

The Maine Educational Data Systems Team will be hosting a webinar to discuss the end of year reporting requirements in this notification on Friday June 11th from 10:00am to 12:00pm. Register here

The following checklist is designed to assist School Administrative Units (SAUs) with publicly funded students in completing required end of year reports.  The dates listed after each report are when the report is open for entry and due for certification, if required.

Synergy:  The following items are available in the Synergy Student Information System. Please visit the Synergy Instructions Helpdesk Page for Synergy codes to be used for the items below.

  • DOE will NOT be automatically ending enrollments
  • Concurrent enrollment MUST be ended before the primary enrollment can be ended
  • All students will need to be exited on their actual last day of school. This may be verified using “Attending Student Report” in NEO> Student Reports.
  • June 30 should not be automatically populated for the last day of school.
  • Future exit dates that are more than 7 days out are not permitted in the system.
  • Ending a student’s enrollment will end Economic Status and Truancy – to avoid this, update Truancy records prior to ending enrollments
  • Ending enrollments will prevent you from manually updating Attendance Data. Once an enrollment has been ended, attendance data can only be modified by uploading the data.
  • Please ensure that you exit all your graduates accordingly
    • Only exit students who have met graduation requirements by the graduation date
      • For those who are expected to meet graduation requirements over the summer, leave the exit blank for now and there will be an opportunity for you to exit them later in the summer (by August 15)
    • Do NOT graduate students in non-high school grades (Pre-K, Kindergarten, Eighth Grade, etc.)
  • Please remember to exit your enrolled home instruction students back to home instruction at the end of the school year.

New enrollments will need to be uploaded/entered as well as special education information each school year.

PRIORITY NOTICE: 2021-2022 NEO Maine Schools for Private Schools and Updated School Approval Process

In accordance with 20-A M.R.S. Chapter 117, the Maine Department of Education (DOE) requires private schools seeking approval status to be approved annually. What follows are updates and reminders of the annual and ongoing reporting requirements to attain and maintain approval as an approved private school for attendance and tuition purposes by the Maine Department of Education.

Updates
Due to modifications in Department policy and protocol, the DOE is outlining some important changes to deadlines and processes for private school approval for the 2021-2022 school year. Please review the revised deadlines and processes below carefully. Missed deadlines will impact private school approval and any associated tuition payments. 

  • The 2021-2022 NEO Maine Schools Update, which is the online form used to verify school organizational information, is the first step of the approval process, will open for completion on May 15 for schools that were approved prior to June 30, 2021. Private schools seeking 2021-2022 approval that were approved prior to June 30, 2021 must access and submit the Maine Schools Update form by July 1, 2021. Please reach out early to our Help Desk (624-6896) in order to resolve any questions or issues.
  • Schools that were not approved private schools at the end of the 2020-2021 school year should contact the Department before July 1, 2021 to request access to NEO Maine Schools and NEO Staff modules. A new school will set up and have access to the NEO Maine Schools Update form as early as July 1, 2021 and must submit both this form and the annual report with checklist documentation no later than September 1, 2021. Please contact Pamela.Ford-Taylor@maine.gov to start this process.
  • All private schools seeking continued or new approval status must provide current, updated 2021-2022 staff information in the NEO staff module by September 1, 2021. Certification and criminal history record checks must be current for all staff, teachers, and administrators by this date. The Department will commence the final step of certification checking at this time, and will not approve schools with personnel whose NEO public portal record reflects current noncompliance. The Department urges private schools to review instructions well in advance, at https://www.maine.gov/doe/data-reporting/collection/helpdesk/resources/staff-dataentry-guides, and contact the Help Desk with questions regarding the proper way to enter staff information in the NEO information system.
  • Schools will no longer submit the annual reports via email or mail. New this year, and mirroring the Maine Schools Update deadlines, is a new online process using the Private School Annual Report link, with which private schools will submit their annual report with supporting checklist documentation.
  • There are two revisions to requirement submission:
    • Any school that does not have current NEASC accreditation, or that enrolls 60% or more publicly funded students as determined by the previous year’s October and April average enrollment, must include Curriculum/Program of Study documentation which provides evidence of instruction in elementary schools as specified in 20-A M.R.S. §§ 4701, 4704, 4706 and 4711 and/or in secondary schools as specified in 20-A M.R.S. §§ 4701, 4704, 4706, 4722 (including establishing a CTE pathway to graduation), 4722-A, 4723 and 4724, and in the basic curriculum established by Rule [Chapter 127] and in alignment with the system of learning results established in 20-A M.R.S. § 6209.
    • Any request for approval  for the receipt of public funds for tuition purposes will be contingent upon the receipt and acceptance of all basic school approval documentation by July 1 (or September 1 for new schools) and receipt of the Year-End Report of Private Schools  (Form EF-M 240) by September 1. This financial report, previously requested to go directly to the DOE finance office, will now be submitted using the same link to the Private School Annual Report. The link may be accessed multiple times in order to ensure submission of required basic information by an earlier due date, and financial information by the later September 1 due date. Upon full approval, schools approved for tuition purposes will appear on this Approved List and Tuition Rates Website. However, because of the annual budget process, tuition rates for 2021-2022 will not be calculated until December. Until that time, estimated tuition will be used. Summary of Private School Approval Deadlines

  • May 15 – July 1: NEO Maine Schools and annual report submission for continuing schools
  • July 1 – Sept 1: NEO Maine Schools and annual report submission for new schools
  • September 1: NEO Staff update and certification deadline for all schools
  • September 1: EF-M-240 due for tuition-receiving schools
  • No later than September 30: NEO Staff and certification/background checking feedback to schools

Detailed Directions: Private School Approval and NEO
Maine Schools NEO Module 

The NEO Maine Schools form is required by all public and private schools to inform DOE of school and school administrative unit contact information, changes in grade spans, and other school-related information. to be updated in Maine Schools, the superintendent or chief administrator of the school must first be entered into the NEO Staff Module. Access to NEO staff can be obtained by submitting a NEO Access Request Form to the MEDMS Helpdesk as follows:

Log in to the NEO information system. Click on Maine Schools. If you do not see this option on your menu, and are a superintendent (for private schools, this is the chief administrator of school), technical coordinator, or administrative assistant, please contact the MEDMS Helpdesk at MEDMS.Helpdesk@maine.gov or 207-624-6896.
When completing the Maine Schools Module, please be aware that all fields, with the exception of Administrative Office Fax, are required. Also, PO Boxes are not valid entries in the “Physical Address” box and the mailing address is needed only if it is different from physical address. At the bottom of the form, check the box to confirm that all information has been reviewed before signing and submitting the form.

Staff NEO Module
For security and privacy purposes, all staff information must be properly entered in the NEO Staff module. The School Approval office utilizes only the NEO public portal Staff Positions search function, together with internal staff violations reporting, to verify that all staff have appropriate certifications and/or clearance. Neither certification nor clearance information should be manually or electronically submitted in any format with school approval materials. This ensures that private information is being relayed in a safe manner.

Private School Annual School Approval Report and Documentation 
The annual report, with required checklist documentation, is currently submitted separately from the NEO system to DOE’s School Enrollment/Approval Specialist, using the Private School Annual Report. The NEO requirements need not be completed prior to the submission of the annual report; however, school approval will not be issued until the NEO information is complete and verified.

School Year Private School Student Reporting
School approval includes the requirement that all private schools provide attendance data on their publicly funded students in the Synergy student information system.
Currently, every private school that seeks tuition from a school administrative unit is already entering information into the Synergy student information system for each student for whom they seek public funds. The attendance data entry is comprised of the number of days in the reporting period for which the student is enrolled, the number of days they were present, and the number of days of excused absences. This data needs to be updated and reviewed quarterly and certified on June 30th.

To ensure both enrollment count and that private schools are on track to receive the appropriate tuition allocation, the following guidelines should be closely followed:

  1. In order for attendance data to be submitted, NEO Maine Schools organizational information must have been submitted and approved. If Maine Schools is not submitted, enrollment and attendance cannot be uploaded, and EPS cannot be processed;
  2. The first instance of submitting attendance for publicly funded students at private schools, which is due quarterly, must be entered by October 15 and includes the attendance period July 1 through September 30. The next reporting period (to be entered by January 15) will require updated attendance numbers through December, and so on.   3. Publicly funded October 1st student enrollment data must be entered by October 15; certified by October 31.
