Grant Funds Available to Rural SAUs through 2026 Aspirations Incubator Requests for Proposals; Submissions Due January 12

The Rural Youth Institute has announced the release of two 2026 Aspirations Incubator Requests for Proposals (RFP): a planning grant RFP and a seed grant RFP. Rural SAUs are encouraged to apply. The submission deadline for both RFPs is January 12, 2026.

The Aspirations Incubator is a transformative, evidence-based mentoring model designed to elevate aspirations and foster a strong sense of belonging among rural middle and high school students. Developed over six years ago in five rural Maine communities, this place-based model thrives through deep school-community partnerships and innovative mentoring practices. By engaging youth where they naturally are—at school, in the community, and in nature—the Aspirations Incubator creates authentic, lasting connections that empower the next generation. 

  • Planning Grant RFP: The Aspirations Incubator planning grant is designed to help communities assess their readiness to adopt an Aspirations Incubator long-term youth development and mentoring model that partners with local middle and high schools. Through this process, grantees will form a planning team, conduct a community needs assessment, ensure organizational capacity, and develop an Aspirations Incubator conceptual design. The total available funding for planning grants is $10,000.
  • Seed Grant RFP: The Aspirations Incubator Seed Grant is designed to provide financial support to new organizations committed to implementing the six-year Aspirations Incubator model. This grant will help organizations to establish the program and ensure its successful launch. The total available funding for seed grants is $20,000.

Both grant processes will follow this timeline:

  • RFP release date: December 1, 2025
  • RFP submission deadline: January 12, 2026
  • Review period: January 13-26, 2026
  • Notification of awards: January 30, 2026
  • Grant period: February 1-October 1, 2026

Opportunity for SAUs to Save on Goods and Services Through State’s Master Agreements

Is your school administrative unit (SAU) looking for cost-saving measures? Maine schools can use some of the State’s Master Agreements to benefit from State pricing on goods and services from many vendors.

This list of State Master Agreements from the Maine Department of Administrative and Financial Services (DAFS) Office of State Procurement Services has information about the commodities/services provided by vendors such as W.B. Mason, Grainger, etc. If a “Y” is listed in the last column of the table, entitled “MUNI” for municipal, the vendor participates in State pricing for schools.

To learn more about a particular Master Agreement, click the hyperlink in the table associated with the buyer’s name. That will allow you to directly email the State buyer with questions.

When ordering from a vendor, please be prepared to provide the Master Agreement number to obtain the State price.

Maine DOE Continues to Expand Access to High-Quality Literacy Professional Development

As part of the Maine State Literacy Action Plan, the Maine Department of Education (DOE) is excited to announce another opportunity for Maine educators to access evidence-based literacy professional learning modules at a reduced cost. This comes in addition to a similar previous announcement in October of 2025.

In the summer of 2024, the Maine DOE provided free access to AIM Institute for Learning and Research’s Steps to Literacy modules. Nearly 650 educators completed more than 20,000 hours of professional learning grounded in the science of reading, including phonological awareness, phonics, decoding, spelling, language expression, writing, emerging literacy, vocabulary, dyslexia, and supports for multilingual learners.

Building on that success, in 2025, to sustain momentum, the Maine DOE has expanded access to AIM modules and launched Communities of Practice (COP) for school teams. These COPs are designed to deepen professional knowledge and build school-level capacity to implement high quality, evidence-based literacy instruction.

Recognizing that access to affordable and user-friendly professional learning is critical, the Maine DOE invited professional learning providers offering asynchronous modules that met established criteria to extend reduced-rate access to Maine educators. The Maine DOE has established master agreements with two providers, enabling school administrative units (SAUs) to purchase high-quality, evidence-based literacy modules at a discounted cost. Reimbursement Opportunity

Between October 1, 2025, and September 30, 2026, the Maine DOE will, as funds allow, reimburse SAUs for the cost of successfully completed modules. Modules must be selected from the approved vendors listed below. SAUs are responsible for the upfront costs. After an educator employed by the SAU successfully completes a module, the SAU mayseek reimbursement by submitting invoices to the Maine DOE. Invoices must be on SAU letterhead and include proof of successful completion for each module, as well as the names of and grade levels taught by the educators who completed the modules. All invoices and documentation should be directed to Maine DOE Preschool Development Grant Manager Renee Reilly at Renee.A.Reilly@maine.gov.

  • Who pays up front: SAUs purchase modules directly from one of the approved vendors listed below.
  • Reimbursement window: This will continue until funding is exhausted or through September 30, 2026—whichever comes first.
  • What to submit: Please submit invoices on SAU letterhead with proof of successful completion for each module and the names of the educators and the grade level(s) taught by the educators. Grade level information is needed to determine the funding source for reimbursement.
  • Where to send: Please email invoices and documentation to Renee Reilly, Maine DOE Preschool Development Grant Manager, at renee.a.reilly@maine.gov.

Professional Learning Module Options

AIM Pathways is an interactive digital training platform that delivers evidence-based content in the science of reading. Each Steps to Literacy module follows a “learn, practice, apply” cycle and includes teaching techniques, demonstration videos, and printable resources to help educators integrate new strategies into classroom practice. Learn more about accessing AIM Pathways modules here.

Keys to Literacy offers a comprehensive, research-backed approach to sustainable literacy improvement. Its courses integrate evidence-based instruction with systems, structures, and leadership practices that support equitable and effective learning environments. FY27 Estimate Public Pre-K Student Count Data Form Submissions Extended to November 14

The Maine Department of Education (DOE) commends school administrative units (SAUs) for their ongoing efforts to expand access to public pre-K. If your SAU plans to open or expand a pre-K program in the 2026-2027 school year, you are eligible to receive funding on your Fiscal Year 2027 (FY27) ED279 for the children enrolled in these new or expanded programs. This means that your SAU will receive pre-K funding in the same year that the children are enrolled, without a year’s delay.

If your SAU plans to start and/or expand public pre-K in the 2026-2027 school year and wishes to receive an estimated FY27 pre-K allocation, please complete the FY27 Estimate Pre-K Student Count data form by November 14, 2025.

This form includes three questions:

  1. What is your SAU? (Choose your SAU from a drop-down list.)
  2. Do you have an existing pre-K program (FY26)? – Yes/No
  3. What is your SAU’s estimated increase in pre-K enrollment (i.e., the number of new slots that will be available in new or expanded programs)?

SAUs completing this form must also complete the Pre-K Program Application through the Maine DOE Early Learning Team by April 30, 2026, and obtain program approval.

The FY27 Estimate Pre-K Student Count data form is intended to capture the projected enrollment for new and expanding pre-K programs only. The estimated student count that you provide will be added to your SAU’s current FY26 enrollment to calculate FY27 pre-K funding on the ED279.

Your SAU’s October 1, 2026 verified total pre-K enrollment (reported on page two of the ED279) should reflect the combined total of your FY26 enrollment and FY27 estimated counts. Following October 1, 2026, an audit adjustment will be made to align the FY27 pre-K allocation with actual enrollment reported in NEO. Please note that this adjustment may result in an increase or decrease in funding.

Please see the information below for an overview of these two valuable programs, as well as streamlined application procedures. Applications for both programs will open on August 14, 2025, but you may consider gathering the required information from eligible educators in your SAU/school now.

By October 15 of each year, per statute, the Superintendent of Schools of an SAU, or the administrator of a publicly supported secondary school, Education Service Center (under Chapter 123), or CTE Region, may request scholarship funds on behalf of a teacher who has met all of the eligibility requirements.

Please complete the following form, once it opens on August 142025-2026 National Board Scholarship Form. Information required includes teacher name, NEO staff ID, teacher email, school name, position title, number of years teaching in Maine, components submitted to NBPTS, scholarship funds requested, and all other funds received.

Important Dates:

  • August 14-October 15: Scholarship application window
  • November 15: Scholarship applicant notification
  • December 15: Scholarship funds sent to SAUs, publicly supported secondary schools, or CTE regions

As outlined in statute, free and reduced poverty levels are determined by the annual free and reduced lunch data collection. The Fiscal Year 2025 ED 534 report will be used to determine the 2025-2026 school year salary supplement award amounts.

Funding Survey: Estimated Pre-K Enrollment Counts for New or Expanding Programs in 2024-2025

If your School Administrative Unit (SAU) is opening or expanding a Pre-K program in the 2024-2025 school year, you are eligible to receive funding on your FY25 ED279 for children you enroll in these new or expanded Pre-K programs in 2024. This means you will receive the funding for enrollment in the same year that you enroll the Pre-K children, without a year delay.

If you are planning to start and/or expand public Pre-K in the 2024-25 school year and would like to receive an FY25 estimate Pre-K allocation, please notify the Maine DOE by completing the FY25 Estimate Pre-K Count Data Form before November 8, 2023. There are 3 questions to be answered on the funding survey:

  1. What is your SAU? Choose your SAU from a drop-down list.
  2. Do you have an existing Pre-K program (FY24)? – Yes/No
  3. What is your SAU’s Pre-K Estimated Increase Count (new slots available in new or expanding program)?

SAUs completing the form must also complete the Pre-K Program Application with DOE’s Early Learning Team by April 30, 2024 and obtain program approval.

The FY25 Estimate Pre-K Count Data Collection form is meant to capture the FY25 estimate for new and expanding Pre-K program enrollment. The estimated student count data, in addition to the current (FY24) enrollment in an existing Pre-K program, will be used to provide funding on the FY25 ED279. An SAU’s Pre-K total enrollment number, as reported and verified October 1, 2024, should match the combined existing and estimated increase total that was used to calculate funds in the ED279. After October 1, 2024, an audit adjustment, based on actual enrollment reported in NEO on October 1, 2024, will be made to the Pre-K allocation assigned on the FY25 ED279. Please note that this may increase or decrease funding.

MaineCare Seed Adjustments to be Made; Review Q2’23 Reports by April 20, 2023

The recovery of Q2’23 MaineCare Seed will occur in the April 2023 subsidy payment. The Maine DOE is asking Districts to review their reports by April 20, 2023, to ensure accurate adjustments to subsidy. SAU staff must review, and submit disputes, student by student claims on both the public and private MaineCare reports for Q2’23 by April 20, 2023.

To access the MaineCare Seed reports, please follow the instructions below.

  1. Log into NEO: https://neo.maine.gov/DOE/neo/Dashboard
  2. Click on the Student Data tab
  3. Click on the Student Report tab
  4. Select MaineCare in the Reporting Area drop-down
  5. save iconChoose the quarterly Seed report and the report type (private/public)
  6. Click view report button
  7. Once the report appears on the screen, choose the export button.

You may export the reports to Excel but, please be aware that there may be multiple worksheet tabs within the workbook. Save the file to your computer.

To dispute a claim:

If you disagree that a particular student or time period should not be on the report, please send an email with the following information for each State Student ID to Denise.towers@maine.gov.

  • State Student ID
  • The reason that you disagree
  • Identify the type of report: public or private
  • Quarter in which the claims are located
  • Service provided dates (From and To)
  • Total amount of Seed being disputed

Summer services:

Students must be enrolled for the time period they are receiving educational services. This means that students that are receiving extended school year services in district or extended school year services in an out of district placement must have a primary enrollment for that time period in order for the MDOE to have the most accurate enrollment data to determine SAU responsibility for MaineCare Seed.

If you have difficulty logging into NEO:

Anyone who currently has Special Education Director permissions to the Special Education module, will automatically have permissions to access MaineCare reports.

As in the past, if a new staff member needs permission to access this module, a request from the Superintendent to the Maine DOE helpdesk will be necessary. The helpdesk contact information is medms.helpdesk@maine.gov or 207-624-6896.

Nutrition & Economic Disadvantaged Data Collection Webinar

Join the Maine Department of Education (DOE) as we discuss alternative methods for collecting economic disadvantage data for the EPS formula that do not involve free and reduced lunch forms.

The Maine DOE’s Data, Nutrition, and Finance teams will be collaborating to provide guidance about Special Provision II procedures and how to collect data to inform the EPS School Funding formula to mark economically disadvantaged students. Special Provision II schools and Community Eligibility Provisions (CEP) require that free and reduced lunch form are not sent out to families, however those forms are used to inform the EPS School funding formula.

Reminder: National Board Certified Teacher Salary Supplement and Scholarship Requests Due October 15, 2022 

National Board Salary Supplement  

Do you have National Board Certified Teachers on your staff? Awesome! We are sending along a reminder to those fortunate superintendents, or directors of a publicly-supported secondary school, Education Service Center (ESC) as authorized under Chapter 123, or Career and Technical Education (CTE) region, with eligible staff who have attained National Board for Professional Teaching Standards Certification prior to July 1, 2022. Please let us know so we can provide you with their legislatively allocated salary supplement! 

In order to qualify for the salary supplement, eligible staff must be currently employed by a Maine public school, ESC, or by a publicly-supported secondary school or CTE region in Maine. Eligible position titles include classroom teacher, special education teacher, literacy specialist, math specialist, long-term substitute teacher, library media specialist, school counselor, and teaching principals who have attained certification with the National Board for Professional Teaching Standards, or its successor organization. 

The amount of the salary supplement for fiscal year 2022-23 is $5000 for teachers employed in a school in which 50% + students qualify for a free or reduced-price lunch, and $3000 for teachers employed in a school in which fewer than 50% of students qualify for a free or reduced-price lunch, unless proration is necessary.

Scholarship Applications 

National Board Scholarship Applications Due October 15, 2022 

Are you a Maine public school, or a publicly-supported secondary school, or CTE school teacher who is interested in becoming National Board Certified? Are you a district who is eager to offer this exceptional professional learning opportunity to your teachers?  State law, 20-A MRSA Section 13013-A subsection 5 & 6; as amended by PL 2012 c. 702, established the National Board Certification Scholarship Fund to encourage teachers to apply to, and enroll in, the certification program offered by the National Board for Professional Teaching Standards, or its successor organization. 

A school administrative unit, or a publicly supported secondary school or CTE region, may request scholarship funds on behalf of its teachers who meet the requirements. 

This fiscal year, the Maine DOE will allocate $75,000 to the scholarship fund, and shall award an amount equal to the cost of the certification program, less any other funds received by the applicant to not more than 30 teachers accepted into the program annually. Priority will be given to teachers who have already begun the process and teachers employed in high needs schools.
