What Is Progress in English Language Proficiency? #success4ME

Maine defines English language proficiency (ELP) as sufficient skill in English necessary to meaningfully access the curriculum. As part of Maine’s Model of School Support, part of Maine’s rollout of the Every Student Succeeds Act (ESSA), this indicator of school success focuses on English learners and measures the progress they make toward English language proficiency each school year. ESSA requires that each state include an indicator that gauges, “progress in achieving English language proficiency as defined by the State and measured by the assessments within a State-determined timeline for all English learners.” | More

2018-2019 Maine School Immunization Report Due December 31, 2018

Maine law (20A M.R.S.A. 6358, Chapters 126 & 216) requires students enrolled in grades K-12 to be immunized against diphtheria, tetanus, pertussis, measles, mumps, rubella, polio and varicella (chicken pox). Additionally, all students enrolled in grades 7-12 must be immunized against meningococcal meningitis. Under this law, students are required to have either vaccine administration records, a physician note or laboratory evidence to prove immunity, a physician note indicating the student is medically exempt, or a religious or philosophical objection note from a parent/guardian for each of the required vaccines listed above. | More

Graduation is defined as graduating within four years after entering ninth grade. Administrative Letter: Change in English Learner Identification and Exit Criteria

Under the Every Student Succeeds Act, states are required to develop uniform statewide policies for identifying and exiting English learners (ELs). In light of this requirement, the Maine Department of Education has sought to review and refine its policies in order to best meet the needs of its students. Over the past year and a half, the Department has collected stakeholder input from around the state regarding its definition of English language proficiency. Additionally, the Department has conducted extensive analysis of assessment data to determine the level of English language proficiency needed in order to succeed academically on par with non-EL peers. | More

The Maine Department of Education has been awarded a 5-year grant (1.1 million per year) from SAMHSA (Substance Abuse and Mental Health Services Administration) of the U.S. Department of Health and Human Services. Public PreK Funding FY20 – Estimate Counts Required

Beginning in FY19, the Essential Programs and Services(EPS) funding formula added an allocation for PreK programs’ estimate student count. The PreK program estimate count allocation is intended to provide funding for PreK programming in advance of actual student enrollment, helping to offset the upfront costs associated with expanding or starting PreK programs. This PreK program allocation was first authorized into law on July 1, 2018 to begin in FY19. | More

Governor LePage signed into law PL 2017, Chapter 466 on July 10, 2018, allowing SAUs to award either proficiency-based or credit-based diplomas. This change will take effect on December 13, 2018. The new diploma law, enacted by the 128th Legislature, removes the mandate that a high school diploma be based on a student’s demonstration of proficiency in Maine’s Learning Results and instead makes a proficiency-based diploma one of two options. | More
