Responsibilities for special education students placed in out-of-state residential programs
School administrative units (SAUs) sometimes become aware that a student in their district identified as needing special education services is being considered, with involvement by the Maine Department of Health and Human Services, for residential placement out of Maine as a result of problems being experienced in the student’s home (i.e., for non-educational reasons). FAQs added to Special Services site
The Maine DOE has added to the MUSER FAQs on the subject of parentally placed private school children two questions on the subject of payment by SAUs for children with IEPs to attend private schools not approved for special education.

Teacher shortage area identification input sought
The Maine DOE has been notified of the requirement to submit Maine teacher shortage areas by Dec. 15 for designation by the U.S. Department of Education (U.S. DOE) for the 2014-2015 school year. New schools proposed to Charter Commission
AUGUSTA – The Maine Charter School Commission (MCSC) has received applications from four groups interested in opening public charter schools in the fall of 2014.
Those submitting applications by the Dec. 2 deadline to join Maine’s five existing public charter schools included Lewiston-Auburn Academy Charter School, Lewiston; Maine Connections Academy; Maine Virtual Academy; and Many Hands Montessori School, Windham.

Record number of Mainers earning high school credential
As Maine moves to a new high school equivalency exam, thousands looking to advance their career and post-secondary aspirations are completing the current GED® this year though doing so before 2014 is not required
AUGUSTA – A record high number of Mainers have earned their high school equivalency credential this year in advance of the State moving to a new exam provider starting in 2014.
Already in the first 10 months of 2013, 2,699 Mainers have successful completed their GED®, a significant increase over the 1,878 who did so in 2012 and the 2,258 who did so in 2011.

Clarification on advance submission of parent concerns for IEP team meetings
The U.S. Office of Special Education Programs (OSEP) was recently asked to review one of Maine’s school administrative unit’s (SAU’s) policies that required parents to submit parent-obtained evaluations and written statements of parent concerns at least three days prior to an Individualized Education Program (IEP) team meeting in order for them to be considered at the meeting.
