The following Priority Notice was sent to superintendents and business managers on Thursday, July 30.

Dear Superintendents and Business Managers,

With the recent passage of the biennial budget, many school districts in Maine saw an increase in the amount of subsidy that they will receive from the State. We thought this would be a good time to explain some of the laws regarding how these additional funds can be used.

MaineCare Seed payment adjustments made, report review by August 21

The 2015-16 subsidy checks for General Purpose Aid for local schools will reflect adjustments for MaineCare Seed payments paid by the Maine DOE on behalf of school administrative units (SAUs) for the following:

  • 2015 Quarter 3 MaineCare payment adjustments
  • Note: 2015 Quarter 1 and Quarter 2 corrections were already applied to the FY 2015 ED 279 printouts.

State awards $1.63 million through a grant to help a struggling school

Funding granted from the Maine Department of Education will help transform the Auburn school by increasing student achievement, teacher effectiveness and engaging parent and community support.

AUBURN – Washburn Elementary School in Auburn will use just over $1.63 million in School Improvement Grant (SIG) funding awarded by the Maine Department of Education to focus on raising student proficiency in math by 30 percent and reading by 35 percent over the next five years.

Commissioner’s Conference

In case you missed the 104th Annual Commissioner’s Conference, here is a recap with valuable links.

Acting Commissioner of Education, Thomas Desjardin opened and closed the conference at Sunday River with timely updates on the ongoing FY16 budget discussions and voting at the State House at the time. He also acknowledged the ever changing educational climate and the hard work and successes of school leaders and Maine DOE’s support through its multi-faceted services.

Maine DOE Biennial Budget Breakdown

AUGUSTA – Media is focusing narrowly on just one aspect of State funding to Good Will-Hinckley; specifically, the $530,000 allocated each year to an account for the “Center for Excellence for At-Risk Students,” an account established in 2009 to support Good Will-Hinckley (GWH), but not funded until 2011. However, this is not the only funding the school receives from the State of Maine.

Funding available for school renovations

The Maine DOE will accept applications for funding of school renovation projects through the School Revolving Renovation Fund. The Department will be able to approve approximately $10 million in SRRF loans. A portion of each loan will be considered a grant and will be forgiven, and the remaining portion will be paid back over five or 10 years at zero percent interest.

Tentative IDEA Part B Local Entitlement allocations available

The tentative Individuals with Disabilities Education Act (IDEA) Part B Local Entitlement allocations for the 2016 fiscal year are available here on the Maine DOE’s Office of Special Services website. Preschool fund awards are still being determined. Final award notices will be sent in the coming weeks at which time the Local Entitlement applications will be opened for completion.
