Commissioner’s Update – January 23, 2014

I believe that our Department has done more over the last two years than at any other period in our history to ensure there is an effective educator in every classroom and an effective principal in every building.

Earlier this month, we advanced our commitment to supporting great teachers and leaders even further when we provisionally-adopted a new rule to help districts implement the landmark teacher and principal effectiveness law proposed and signed by Governor LePage in 2012. Chapter 180, “Performance Evaluation and Professional Growth Systems,” now moves to the Legislature for their consideration and what we hope will be approval to move to final adoption of the rule.

Last week I had the honor to speak at the annual Adult Education State House Day on behalf of the Maine DOE and Governor Paul LePage.

I was fortunate to talk with several students who had powerful stories to share about how their commitment to bettering themselves through learning is not just improving their college and career prospects, but enriching their lives and that of their families.

Adult education offers something for everyone. From the opportunity to earn a high school credential to support preparing for college to offering low-cost courses on everything from cooking to computer programming, the people of Maine are fortunate to have such a robust adult education system.

New to the Center is an interview with Hall-Dale Middle School teacher-leader Dan Crocker.  Entitled “Taking It Personally,” Crocker provides personal perspective on transitioning students, and himself, to a standards-based system, including takeaways for other teachers in transition. | More

A list of suggested financial literacy resources that can help teachers integrate financial literacy instruction in the classroom is available  on the Maine DOE’s Social Studies web page. Last week the Departments of Education and Health and Human Services released the results of the 2013 Maine Integrated Youth Health Survey (MIYHS). While there are hundreds of pages of findings, the Department will use the weekly Commissioner’s Update to spotlight some areas of interest. The Maine Legislature’s Education Committee held a public hearing today on legislation that would require the boards of Maine secondary schools to adopt and implement policies ensuring that members of the United States Armed Forces or the Maine National Guard and public safety personnel may wear their uniforms when visiting schools in their official capacities. | More

Since 2007, the Chinese Guest Teacher and Trainee program has placed more than 800 visiting teachers in hundreds of schools nationwide. Schools can apply now to host a Chinese guest teacher or teacher-in-training for the 2014-15 school year. | More

This week, Governor LePage notified the State Board of Education that he would like to nominate me as his permanent Education Commissioner.

While most gubernatorial Commissioner appointments go directly to the legislative committee of jurisdiction, State statute requires the Governor’s nomination for Education Commissioner be first reviewed by the State Board of Education.

AUGUSTA – Governor Paul R. LePage announced today that he hopes to make his Acting Education Commissioner permanent.

In a letter sent Monday morning to the State Board of Education, Governor LePage said he intends to nominate Jim Rier, of Topsham, to be Commissioner of the Maine Department of Education, pending that 10-member board’s evaluation of the candidate. AUGUSTA – Maine youth are making healthier choices, including smoking and drinking less, but are increasingly struggling with their emotional wellbeing. We hope you enjoyed the holidays and some well-deserved down time to recharge for the New Year. As our Department looks forward to serving you in 2014, we also wanted to reflect back on our work from a very busy past 12 months.

Of the nearly 600 items posted in our Maine DOE Newsroom in 2013, not surprisingly our release about Maine’s first school report cards was the most viewed item, with related posts taking up several of the other top traffic spots. While Maine’s first true statewide accountability system caused controversy, it is doing exactly what we at the Department intended.

Commissioner’s Update – December 19, 2013

On Saturday, many of us paused to remember the courage of so many in the face of the evil of one on the anniversary of the senseless school shootings at Sandy Hook Elementary.  Just one day before, a  17-year-old senior was critically injured by a classmate, who later shot himself, in a shooting at Arapahoe High School in Centennial, Colorado, just 10 miles away from Columbine, another tragic reminder of our need to always be prepared even for the most unthinkable.

Here in Maine, schools have always taken the safety and security of their students and staff seriously, but even more so since Newtown.

This national awareness week (Dec. 9-15), founded by our Maine Learning Technology Initiative (MLTI) partner Microsoft and also sponsored by Apple, our longest-running MLTI partner, seeks to engage more students in computer science.

AUBURN – Students, teachers and administrators at Fairview Elementary School are $25,000 richer after being named this week as a 2013 Champion in U.S. Cellular’s Calling All Communities campaign. The Auburn school was one of 20 nationwide that garnered the most community votes and the money to use as they wish to enhance their educational experience.  | More

Maine CDC offers teachers youth tobacco training

Teachers who want to learn how to better talk to youth tobacco users may benefit from free trainings offered throughout the state in December and January by the Maine Center for Disease Control and Prevention (CDC) Comprehensive Cancer Control Program.  | More

QZAB Tax Credit Bond applications due Feb. 14

The Department will accept applications for the Federal Qualified Zone Academy Bond (QZAB) Program through Feb. 14.   Maine DOE currently has $2,924,000 of QZAB issuing authority to distribute to qualifying schools units. | More

Commissioner’s Update – December 5, 2013

Maine schools have long been looked to as national leaders in education innovation.

That’s why I am not surprised that Education Week recently named three of our state’s schools to a list of those across the country worth visiting.

Among the 35 high schools named in Tom Vander Ark’s “On Innovation” column because they “personalize and blend learning; they challenge students with real work and ask them to show what they know” were Casco Bay High School in Portland and Poland Regional High School.

That news has made some Mainers nervous, but they shouldn’t be.

Commissioner’s Update – November 7, 2013

In August, the Department announced that we’d secured federal flexibility for Maine schools in the form of a two-year waiver from some provisions of the Elementary and Secondary Education Act (ESEA), also known as No Child Left Behind (NCLB).

At the heart of Maine’s approved plan is a system of differentiated recognition, accountability and support for Maine’s 380 Title I-served schools.
