Important Notice: October 1st Student Enrollment Reporting Opens Soon

The October 1st Student Enrollment report will be opening on October 1, 2019 for review, and will be able to be certified by districts starting on October 15, 2019. The certification must be completed no later than October 31, 2019.

Data from these reports are used in many areas of State and Federal reporting, and is also the basis for the Essential Programs and Services (EPS) subsidy funding formula. Due to the time-sensitive nature of EPS funding, it is essential this data be submitted, reviewed, and certified in a timely manner.

Superintendent and Special Education Director certification are both required for this report.

The Report will be available October 1st in NEO.

Report guidance can be found on the Maine Department of Education Helpdesk, or a webinar to assist with the October 1st Data Reporting is also available.

Prior to Oct 1st, districts may utilize the Attending Student Download (ASD) report in NEO to view their student data being collected from Synergy. Note that the ASD report shows all students that have/had an enrollment at that school since 7/1/19, while the October 1st report will only list students attending your schools as of October 1, 2019.

National Board Certified Teacher Salary Supplement Request Due October 15, 2019

Do you have National Board Certified teachers on your staff? Awesome! We are sending along a reminder to those fortunate superintendents, or directors of a publicly-supported secondary school or CTE region, with eligible staff who have attained National Board for Professional Teaching Standards Certification prior to July 1, 2019. We need you to let us know, so we can provide you with their legislatively allocated salary supplement!

In order to qualify for the salary supplement, eligible staff must be currently employed by a Maine public school, or by a publicly-supported secondary school or CTE region in Maine.  Eligible position titles include classroom teacher, special education teacher, literacy specialist, long-term substitute teacher, library media specialist, guidance counselor, and teacher leaders with certification from the National Board for Professional Teaching Standards, or its successor organization.

The amount of the salary supplement for fiscal year 2019-20 is $3,000.00, unless proration is necessary.  The submission form and further information is available at National Board Certification Salary Supplement.

Important Reminder and Webinar Assistance: Due Date Approaches for Quarter 1 (Q1) Attendance, Behavior, Bullying, and Truancy Data Review

In order to assist SAUs with their legislatively mandated data reporting, the Maine Department of Education Data Team is offering a free webinar to review the requirements and new features. The webinar is strongly encouraged for those responsible for the compilation and entry of the required data.

The Quarter 1 Reporting and Certification Webinar will be held on Tuesday, October 1st from 10:00 am to 11:00am. (note, this webinar has been rescheduled from Tuesday, September 17) If you did not sign up for the previously scheduled date, please use the Registration URL and the Webinar ID:  562-931-003 to let us know you will be joining us, if you did sign up already, no need to re-register!

The Department of Education offers quarterly windows for districts to review, for accuracy and comprehensiveness, the data that has been entered and reported to us. It is our hope that review of this data on a more regular basis will save district personnel time and work at the end of the year, and that it will provide time for analysis and to make any necessary corrections.

The certification period for Quarter 1 (Q1), which includes attendance, behavior, bullying, and truancy opens October 1st.  Review and certification are required by October 15th. Superintendent certification is required for all quarterly reports.

Attendance-New This Year:

  1. Attendance is now collected in discrete quarters. Please attend the webinar for additional information.
  2. Quarter 1 attendance will be used for the average daily attendance (ADA) reporting requirements for Title V. There will not be a separate Title V ADA collection.
    Why?  Each year the US Department of Education begins the process for determining Title V eligibility for both the State and Federal grants, starting in late November.  Part of that eligibility is asking each state to provide several pieces of data on all their districts, including average daily attendance (ADA).  Without this data, no district would be eligible for the Federal (Small Rural Schools Achievement or SRSA) grant, and districts that are eligible for the State (Rural Low-Income Schools or RLIS) grant would get a reduced allocation, as 30% of the allocation formula is based on ADA from all eligible districts.

EF-M-13 Private School October Resident Enrollment Counts

This is a reminder that the EF-M-13 Private School October Resident Enrollment Count report is open October 1st.  Private schools that do not have any “publicly funded students” may complete only the EF-M-13 October 1st Resident Enrollment report, but have the option to also enroll their non-publicly funded students in the Synergy State Edition.

Private schools with publicly funded students must report all “publicly funded students” in Synergy State Edition.  Synergy State Edition reporting is necessary in order for the sending school administrative unit to be allocated subsidy for the student. State subsidy to a school administrative unit is often the source of funding that is used to pay the student’s private school tuition.

A “publicly funded student” is defined as a Maine resident student whose educational cost (such as tuition) has been paid for by public funds from a public entity such as the following:

  • Municipal school unit (including those in a School Union)
  • School administrative district
  • Regional School Unit
  • Community school district
  • Education in the Unorganized Territory
  • Maine Indian Education
  • State Funds from a State Agency such as the Maine Department of Education
  • Federal Funds from a State or Federal Agency

Graduation Reporting-Phase Two- Reminder and Webinar for Assistance

Phase II of graduation will allow schools the opportunity to review and make necessary changes to correct or update exit codes from the 2018/19 school year for their 4th, 5th and 6th year students. The only exits changes allowed during this phase are to the exit of ‘Graduated with diploma’ or ‘Not enrolled, eligible to return’. This phase will focus on ensuring accuracy of exit statuses for students who are part of the 2019, 2018 and 2017 cohorts.

Graduation Phase II Webinar
The Department will be holding an online webinar for Phase II of graduation reporting. The webinar is designed for any school staff who may be asked to complete Graduation Reporting Phase II for their school or district.  During this webinar we will review the process, as well as give a detailed walk through on how to complete Phase II of reporting. Registration is free, but necessary prior to the webinar. This ensures that connection details can be shared with participants.

Who’s in Charge? Let Us Know!

Do you have new leadership in your school or district? Maine Department of Education asks that you please update new superintendents, principals, and other leadership contact information in NEO Staff as soon as possible.  The contact information in NEO Staff is used to send Department of Education communications, and is also used to keep the ESSA Data Dashboard as up to date as possible for the public.

If you need help entering in NEO Staff, please review our Staff Data Entry Guides.

Once you have updated the Staff Assignments, if the staff member should be assigned a District Role within NEO Staff Certification, please ensure to update him/her there as well. Within SAU Staff Certification (which is under Certification within NEO Staff), scroll to the bottom of the certification page and click one of the roles to change the previous person to the new person. Anyone with the Staff Assignment of that role will be an option in the dropdown. Please note that if you do not have someone for a role, such as school nurse, the Superintendent can be selected without giving him/her a nurse staff assignment).

WHY DATA MATTERS: SAU Leaders Invited to Train and Talk!

Are you a school or district leader who wonders why the Department of Education collects certain data sets, and what they are used for?  Have you ever wanted to have a frank discussion with the DOE’s Data Team about the data collections and how they could be improved?  Charlotte Ellis, the Maine Department of Education’s Data Manager will be hosting open discussion sessions throughout the state during the first two weeks of August.  These sessions will be held from 1-3pm in the same locations as the MDOE Data Team Summer Trainings.

The sessions will be geared toward each location’s participants, and the topics they have indicated interest in during the registration process.  Please use the following link to register and select the topics for the session you wish to attend.  Tip – if you have any interest in a topic, please move the indicator bar.  Leaving the bar in the middle without moving it registers a null response.
