The October 1^st Student Enrollment report will be opening on October 1, 2019 for review, and will be able to be certified by districts starting on October 15, 2019. The certification must be completed no later than October 31, 2019.

Data from these reports are used in many areas of State and Federal reporting, and is also the basis for the Essential Programs and Services (EPS) subsidy funding formula. Due to the time-sensitive nature of EPS funding, it is essential this data be submitted, reviewed, and certified in a timely manner.

Superintendent and Special Education Director certification are both required for this report.

The Report will be available October 1^st in NEO.

Prior to Oct 1^st, districts may utilize the Attending Student Download (ASD) report in NEO to view their student data being collected from Synergy. Note that the ASD report shows all students that have/had an enrollment at that school since 7/1/19, while the October 1^st report will only list students attending your schools as of October 1, 2019.

In order to assist SAUs with their legislatively mandated data reporting, the Maine Department of Education Data Team is offering a free webinar to review the requirements and new features. The webinar is strongly encouraged for those responsible for the compilation and entry of the required data.

The Quarter 1 Reporting and Certification Webinar will be held on Tuesday, October 1st from 10:00 am to 11:00am. The Department of Education offers quarterly windows for districts to review, for accuracy and comprehensiveness, the data that has been entered and reported to us. It is our hope that review of this data on a more regular basis will save district personnel time and work at the end of the year, and that it will provide time for analysis and to make any necessary corrections.

The certification period for Quarter 1 (Q1), which includes attendance, behavior, bullying, and truancy opens October 1^st.  Review and certification are required by October 15th. Superintendent certification is required for all quarterly reports.

Attendance-New This Year:

1. Attendance is now collected in discrete quarters. Please attend the webinar for additional information.
2. Quarter 1 attendance will be used for the average daily attendance (ADA) reporting requirements for Title V. There will not be a separate Title V ADA collection.
   Why?  Each year the US Department of Education begins the process for determining Title V eligibility for both the State and Federal grants, starting in late November.  Part of that eligibility is asking each state to provide several pieces of data on all their districts, including average daily attendance (ADA).  Without this data, no district would be eligible for the Federal (Small Rural Schools Achievement or SRSA) grant, and districts that are eligible for the State (Rural Low-Income Schools or RLIS) grant would get a reduced allocation, as 30% of the allocation formula is based on ADA from all eligible districts.

Phase II of graduation will allow schools the opportunity to review and make necessary changes to correct or update exit codes from the 2018/19 school year for their 4^th, 5^th and 6^th year students. The only exits changes allowed during this phase are to the exit of ‘Graduated with diploma’ or ‘Not enrolled, eligible to return’. This phase will focus on ensuring accuracy of exit statuses for students who are part of the 2019, 2018 and 2017 cohorts.

Graduation Phase II Webinar
The Department will be holding an online webinar for Phase II of graduation reporting. The webinar is designed for any school staff who may be asked to complete Graduation Reporting Phase II for their school or district.  During this webinar we will review the process, as well as give a detailed walk through on how to complete Phase II of reporting. Do you have new leadership in your school or district? Maine Department of Education asks that you please update new superintendents, principals, and other leadership contact information in NEO Staff as soon as possible.  The contact information in NEO Staff is used to send Department of Education communications, and is also used to keep the ESSA Data Dashboard as up to date as possible for the public.

Once you have updated the Staff Assignments, if the staff member should be assigned a District Role within NEO Staff Certification, please ensure to update him/her there as well. Within SAU Staff Certification (which is under Certification within NEO Staff), scroll to the bottom of the certification page and click one of the roles to change the previous person to the new person. Anyone with the Staff Assignment of that role will be an option in the dropdown. Please note that if you do not have someone for a role, such as school nurse, the Superintendent can be selected without giving him/her a nurse staff assignment).
