PRIORITY NOTICE: Seeking Public Comment for English Language Arts, Mathematics, and Career and Education Development Education Standards

As part of the scheduled periodic review of the Maine Learning Results, the Maine Department of Education is seeking public comments regarding the current English language arts, mathematics, and career and education development standards. Find links to each of the current standards below along with details for submitting comments.

Current Standards:

The standards review process opens with a public comment period and a public hearing prior to the convening of steering committees who are charged with reviewing all submitted comments and with developing blueprints for the revision of the state standards in their assigned content area. Once the blueprints are created, writing teams, consisting of pk-12 teachers who represent Maine’s cultural and geographical diversity, will assemble to draft the standards revisions.

Anyone may speak at the public hearings which will be live-streamed. People wishing to speak will be asked to sign in and it will be helpful, but not mandatory, to provide a written copy of comments.

Public hearings will occur on November 7th in room 103 at the Cross Building, 111 Sewell Street, Augusta, at the following times:

  • 2-4pm: Career and Education Development
  • 4-6pm: Mathematics
  • 6-8pm: English Language Arts

A link to the live-streamed hearings will be available prior to the public hearings.

PRIORITY NOTICE: 2017-18 MEA Confidential Assessment Results Now Available to Districts

The 2017-18 Maine Educational Assessment (MEA) Confidential Results are now available in the Maine Assessment and Accountability Reporting System (MAARS). The confidential portal is now open to district personnel with “DRAFT” district/school/student reports containing 2017-18 Maine Educational Assessment (MEA) data.

Schools and districts have until October 31, 2018 to review and verify the district and school data. Should a district determine there are discrepancies in the data, please contact Varun Motay, Data Analyst at Varun.Motay@maine.gov. Access the data in the link below:

Once verified, the MAARS Public portal will be available with 2018 MEA results on November 5, 2018.

1. Use the Focal Point link

Please ensure you are clicking “Focal Point” icon and not the ‘Google’ icon when signing into MAARS.  The “Google” icon is not supported for the MAARS application. If you inadvertently click “Google” please clear the browser cache, close all browser windows, and (if on a Mac) QUIT/EXIT the browser. Then open a new browser and go the https://lms.backpack.education and click on the FocalPointK12 icon to login. PRIORITY NOTICE: Guidance on New High School Diploma Law

Governor LePage signed into law PL 2017, Chapter 466 on July 10, 2018, allowing SAUs to award either proficiency-based or credit-based diplomas. This change will take effect on December 13, 2018. The new diploma law, enacted by the 128th Legislature, removes the mandate that a high school diploma be based on a student’s demonstration of proficiency in Maine’s Learning Results and instead makes a proficiency-based diploma one of two options.

To help inform school districts and the public about the new law, the Department is providing a side-by-side comparison of the two diploma options. While the new law provides opportunities for flexibility and innovation in awarding a high school diploma, it also presents challenges. The Maine DOE believes the comparison chart will help districts navigate their different options to ensure that, whatever the local decision is, students are provided a high quality education.

The chart demonstrates that many details must be worked out both at the state and local level. As school leaders consider the uncertainties presented by the new law, the Commissioner wants districts to know that Maine DOE has an unwavering commitment to the quality of education for all Maine students. In this vein, districts should move forward with diploma requirements that serve students with an understanding that further legislation is likely necessary to reduce the inconsistencies between the two options.

The Commissioner is working collaboratively with stakeholders to establish common goals and seek solutions that ensure Maine’s high school diploma requirements provide a challenging, high quality education for every student in Maine. The Maine DOE looks forward to working with districts in this endeavor to prepare our graduates for a bright future.

PRIORITY NOTICE: Graduation Reporting Due by September 15, 2018

The Graduation Module has opened in NEO so that School Administrative Unit staff can start entering graduation data. This module is used to calculate the graduation rates for the 2017/18 school year. It will also be used, in part, to determine supports for Maine public schools as part of the Every Student Succeeds Act (ESSA).

The data is due to the Maine Department of Education on or before Saturday, September 15, 2018. As the final step in the new streamlined process, the Department will look over submissions and send an email response to the Superintendent and the person who sent the report to inform them that the data is ready for certification. As in the past, the data needs to be certified by the Superintendent within two working days from the receipt of the email from the Department. More detailed instructions are available below.

PRIORITY NOTICE: Regionalization Grant Opportunity Now Available – Fund for the Efficient Delivery of Educational Services (FEDES)

The State of Maine is seeking proposals for a grant opportunity through the Fund for the Efficient Delivery of Educational Services to assist in financing the cost of local and regional initiatives to improve educational opportunity and student achievement through more efficient delivery of educational programs and services.

This is the third round of regional grant opportunities offered as part of the Maine Department of Education’s EMBRACE Regionalization Initiative.

PRIORITY NOTICE: Maine DOE Certification Office Eliminates Walk-in Appointments Effective July 9, 2018

As part of the Maine Department of Education’s goal of ensuring accurate and efficient educator credentialing, we are asking educators to manage their Maine teacher credentials electronically. The Department is transitioning to the new online certification system, and effective July 9, 2018, the Certification office will eliminate walk-in office hours in order to increase productivity and better serve the tens of thousands of educators in the State of Maine.

Previously, to accommodate the paper-based application system, educators could travel to the Department in Augusta and walk-in on Mondays, Wednesdays, and Fridays to drop off applications and materials, or meet with certification specialists to ask specific questions.

Now that the online certification system is available and application materials can be submitted and managed electronically (either through the online system or via email), and questions can be answered more efficiently using the website, over the phone, or via email, the Department will be eliminating the walk-in office hours effective July 9, 2018.

In-person processing of applications can be lengthy and inconvenient for educators, and significantly reduces the number of applicants the Department can serve. By eliminating the walk-in office hours, the Department will decrease application processing times, be better able to answer questions with significantly lower wait times, and better assist educators using the new online system.

The Department will continue to keep the certification website up-to-date with current information, support documentation, and answers to frequently asked questions.

PRIORITY NOTICE: New Certification System Educator Portal is Now Open for Educator Renewals

The Maine Department of Education has released the long-awaited educator portal for the new online credentialing system, Maine Educator Information System (MEIS). Educators can now log-in to the new online certification system and renew their certifications completely online.

The phased rollout of the new online certification system began with the launch of the district portal which has been open to district administrators since the beginning of May to allow district staff time to become familiar with functions and complete recommendations for educators in their district, prior to the release of the educator portal.

The Department has processed over 10,000 applications internally using the new online certification system since mid-November of 2017 with a record decrease in processing times.

While the Department is currently still accepting paper applications for initial applications, all renewals must be processed through the online system. After the bulk of renewal applications have been submitted, educators will also be able to submit initial applications through the online system.

Instructions for Educators and Administrators Who Need to Renew:

  • Download Instructions on How to Create an Account.
  • Once your account is created, you may log-in and complete the steps necessary to renew your credential. Please download the step by step instructions on How to Submit a Renewal Application.
  • If you are prepared with any PDF documents that are required, the entire renewal process should take less than 15 minutes.
  • If you are currently working in a Maine public school district and have not been recommended by your certification committee, please confer with your certification chair and/or superintendent.
  • If you run into any difficulty, after reviewing the step by step instructions, call or email the Department’s certification office.

Once the educator portal has been fully released, the Department will release the public portal, which will allow members of the public to search for educators by name and see their current certification credentials.

The Department would like to thank the education field for their patience and time throughout the process of launching the online certification system. Rolling out a new system is a tremendously challenging, frustrating, rewarding, and exhilarating process. We are confident that the transition from an outdated paper filing system to a completely online certification system will serve and benefit the thousands of educators in Maine by making the credentialing process a much more efficient and cost effective experience for educators seeking and managing certification in our State.

The Maine Legislature adjourned its Second Regular Session sine die on May 2, 2018. While education bills remain, including LD 1869 –”An Act To Establish the Total Cost of Education and the State and Local Contributions to Education for Fiscal Year 2018-19 and To Provide That Employees of School Management and Leadership Centers Are Eligible To Participate in the Maine Public Employees Retirement System”—which are preserved to be carried over to any special session of the 128th Legislature, others were passed and became law are either in effect now as emergency legislation, or will become law on Wednesday, August 1. This session will include a summary of enacted educated-related legislation, the status of bills preserved by the joint order, and a progress report on the status of rulemaking.

Closing the Achievement Gap with Early Math Education

Two years of assessing current state data shows an increasing gap in the percent of grade 3-5 students statewide who meet or achieve state expectations in mathematics as compared to ELA/literacy. The Maine Department of Education is embarking on a new initiative called the Numeracy4ME K-4 Mathematics Pilot program, in schools located regionally across Maine. This initiative provides high-quality professional learning to build teacher knowledge and skills to impact student learning of mathematics. This session will provide an overview of the initiative, including details about structure of the professional learning, the focus on numeracy concepts, and implications for PK-4 learning and assessment applicable to all schools.

PRIORITY NOTICE: Delay in changes for documentation of IEPs; DOE will update guidance in admin letter #13

On April 14, 2018, the Maine Department of Education issued Administrative Letter #13: Important changes in documenting medical services in Individualized Education Plans (IEPs). This notification announced changes in documenting IEP plans with Maine Care services that are necessary for a free appropriate public education (FAPE).

Since the release of this guidance, the Department has received feedback from stakeholders and legal counsel for further clarification on some of the wording. While Department staff work with the Attorney General’s office, districts and stakeholders to make these clarifications, the implementation will be delayed.

The planned implementation of these changes is expected to begin June 1, 2018. The Department will release updated, clarified guidance before that time.
