In a letter dated February 23, 2015, the United States Department of Education Office of Special Education and Rehabilitation Services directed the Maine DOE to issue guidance clarifying the use of the Learning Disability Report (LDR) form.
This form is required as part of the Individual Education Program Team process of determining whether or not a child is a child with a specific learning disability.
The Learning Disability Report form must be interpreted and implemented in a way that does not use a single measure or assessment as the sole criterion for determining whether a child is a child with a disability. This guidance is issued in accordance with 34 CFR §300.304(b)(1) and (b)(2). The Maine DOE is revising the LDR to incorporate this guidance. The revised form will be available and effective on August 1 consistent with our regular cycle of implementation of new or revised forms.
