Follow Up Regarding Private School Approval

Attention Private School Administrators and Public School Administrators:

This communication provides detailed guidance regarding timelines and tuition considerations for Private Schools seeking approval for the receipt of public funds for 2018-19.

As stated in the Maine Department of Education’s (DOE) October 2, 2018 Administrative Letter #19: 2018-2019 Clarifications Regarding Private School Approval and Publicly Funded Private School Students, there is a new overall 2018 deadline of October 15 for the annual report and documentation, NEO staff entry, and first reporting of attendance data to be submitted by private schools.

This deadline will also apply to October counting for subsidy purposes. As the private school approval and certification processes are currently backlogged due to numerous factors, tuition will not be withheld for schools that received basic school approval and were approved for receipt of public tuition funds as of the end of FY 18 school year and are seeking approval for FY 19 school year; however, subsidy will as always be dependent on accurate reporting of October 1st enrollment counts. In order for an accurate enrollment count and to ensure that private schools are on track to receive the appropriate tuition allocation, the following guidelines should be closely followed:

    1. Private schools who have submitted or are intending to submit a school approval annual report seeking approval for the receipt of public funds for 2018-19 must submit NEO Maine Schools organizational information prior to October 15. The NEO Maine Schools form is required by all public and private schools to inform the Maine Department of Education of school and district contact information, changes in grade spans, and other school-related information. If Maine Schools is not submitted, EPS cannot be processed. It is imperative that your school’s report be submitted as soon as possible;
    2. The first instance of submitting attendance for publicly funded students at private schools, which is due quarterly, must be entered by October 15 and includes the attendance period July 1 through September 30. The next reporting period (to be entered by January 15) will require updated attendance numbers through December, and so on.     3. Publicly funded October 1st student enrollment data must be entered by October 15; certified by October 31.
    4. NEO Staff entry should be complete, with clearances and appropriate certification ensured, as soon as possible before, during, or after submission of the annual report for school approval consideration. Any certification/clearance issues should be cleared up as soon as possible, in order to ensure approval.

BrightBytes Technology and Learning Fall 2018 Workshops

The Maine Learning Technology Initiative (MLTI) has partnered with BrightBytes for the sixth year to facilitate the administration of the Technology and Learning Survey to students and educators. The survey helps districts assess how technology is used for teaching and learning in its schools, and provides research-based insights to assist districts with planning for better technology integration.

Staff from BrightBytes and the Department will host another series of on-site data and action planning workshops this Fall. During these full day workshops, participants will analyze school or district BrightBytes results in order to create an action plan for better implementation of technology for learning that is grounded in best practice and linked to the mission and vision of the district.

A team is ideal for this full-day workshop. School principals, district administrators, technology directors, curriculum directors, teachers, and students are all welcome to join.

All workshops will take place from 9am-3pm.

  • Tuesday, 10/23, The Forum/Mt. Blue Campus, Farmington.
  • Wednesday, 10/24, Maine Department of Education, Room 103, Augusta.

Note: Districts have typically used BrightBytes survey results to inform the development of district technology plans. During the 2018 – 2019 school year, there is no requirement for districts to submit technology plans to the Department for review or approval, however, schools that are participating in the MLTI Apple and HP opt-ins are still required to complete the survey by November 30, 2018.

Reports That Impact the ED 279 Subsidy Printout or Other GPA Funding

There are certain data points collected by the Maine DOE that have a direct impact on the calculation of subsidy. The Department has prepared a chart that shows the data that impacts the ED 279 subsidy printouts, when that data is due, and when any required revisions must be submitted in order to be included in the FY 20 EPS Funding Calculation.

Interactive Three-day Workshop on the Application of School Transportation Software

Transfinder University is coming to Augusta, Maine!  Maine public school transportation staff are invited to attend a three-day workshop which will provide participants with information regarding bus routing, map editing, geo-coding, pre-routing, custom reporting, and more to optimize their local district transportation operations.  Public school districts using Transfinder are strongly encouraged to participate in this workshop, as it will provide refined knowledge and practice on the routing module used to enhance transportation efficiency, logistics, reporting, and safety.

This computer-based intensive workshop will be taught by Brian Keefer who is a senior educator for Transfinder Corporation.  The curriculum includes a combination of educator-led lessons with a hands-on lab where participants’ complete real transportation operations tasks using actual Transfinder system software.

To meet the high demand for this course, this year, we doubled the class capacity.  Pre-registration is required.  Computers will be provided.  Wireless internet and free parking will be available.  Attendees are responsible for hotel reservations and meals.  Breakfast is included for participants who stay overnight at the Senator Inn.  Continuing education units will be available upon request.  The Maine Department of Education is sponsoring this course and there is no cost for Maine Public school Transfinder users.

MaineCare Seed Adjustments to be Made; Review Q418 Reports by October 19, 2018

The recovery of Q418 MaineCare Seed will occur in the October 2018 subsidy payment and the Maine DOE is asking districts to review their reports by October 19, 2018 to ensure accurate adjustments to subsidy.

District staff must review student by student claims on both the public and private MaineCare reports for Q418 by October 19, 2018.

To access the MaineCare Seed reports, please follow the instructions below.

  1. Log into NEO:
    • As in the past, if a new staff member needs permission to access this module, a request from the Superintendent to the Maine DOE helpdesk will be necessary. The helpdesk contact information is medms.helpdesk@maine.gov or 207-624-6896.
    • Anyone who currently has Special Education Director permissions to the Special Education module, will automatically have permissions to access MaineCare reports.
  2. Click on the Student Data tab
  3. Click on the Student Report tab
  4. Select MaineCare in the Reporting Area drop-down
  5. Choose the quarterly Seed report and the report type (private/public)
  6. Click view report button
  7. exportButton
    Export Button

    Once the report appears on the screen, choose the export button.
    You may export the reports to Excel but, please be aware that there may be multiple worksheet tabs within the workbook. Save the file to your computer.

If you disagree that a particular student or time period should be on the report, please provide the reason that you disagree along with the following to Denise Towers at Denise.towers@maine.gov.

  • Identify the type of report (public or private) and the quarter in which the claims are located.
  • State Student ID
  • Service provided dates (to and from)
  • Total amount of Seed being disputed

Summer services: Students must be enrolled for the time period they are receiving educational services. This means that students that are receiving extended school year services in district or extended school year services in an out of district placement must have a primary enrollment for that time period in order for the MDOE to have the most accurate enrollment data to determine SAU responsibility for MaineCare Seed.

Reminder to Superintendents: Updating of District Assessment Coordinators (DAC) in NEO

As a reminder to superintendents, Maine DOE is currently in the process of releasing and reviewing assessment results from the 2017-2018 MEA test administration.  We will soon transition into sharing information about the upcoming 2018-19 test administration.

All critical communication regarding the Maine Educational Assessments (MEA) is sent to the individual listed as the District Assessment Coordinator (DAC) within District Roles in NEO.  Please verify the correct individual is listed in NEO. A current listing of DACs can be accessed by downloading the most current version here. (Attached excel of DACs as of today 9/10/18).

If the DAC listed is not accurate, please update DAC information within the District Roles Section on the certification page of the Staff Module of NEO.

  1. Log into NEO
  2. Go to Staff Module
  3. Click on certButton2 and choose Certification Report
  4. Scroll down to the bottom of the screen to the District Roles section
  5. Under Designee – click on the dropdown arrow and select the correct person that will be the District Assessment Coordinator (DAC). The person must already have another position for your district in NEO staff or the person will not show on the list.

  6. Once the person is selected, Click the Save Designees button to save the information to the database.

Helpdesk Ticketing and Immediate Communication Procedures

Due to recent Data Team staff departures, the Maine Department of Education (DOE) Helpdesk currently has only one fulltime dedicated staff member, with augmented assistance from other members of the Data Team. While the Department is in the process of hiring additional staff, we ask that communications to the Helpdesk be submitted via email at MEDMs.helpdesk@maine.gov.

Emails to the Helpdesk automatically generate into a ticket tracking system, receive a ticket number, and will be answered in the order that they are received. The tickets and emails can be used for training new staff while not requiring the end user to sit on hold for an answer. The emails can also be forwarded to other Maine DOE staff for assistance.

If your situation does require verbal communication, you can record that in the email ticket and the Helpdesk will call you back.

It is anticipated that full staffing of the Helpdesk will resume by October 2018, and at that time we welcome calls for immediate assistance.

The following Administrative Letter has been updated with the correct revised IEP form.

On April 14, 2018 in Administrative Letter #13, the Maine Department of Education announced new requirements for Individualized Education Programs (IEP) beginning on May 1, 2018. The purpose of the new requirements was to appropriately document certain services that are both educationally and medically necessary in accordance with both IDEA and Section 65 and Section 28 of the MaineCare Benefits Manual.  Subsequently in a communication dated May 16, 2018, the Department delayed the start date pending consideration of some questions raised by the field through counsel for the Maine Administrators of Services for Children with Disabilities (MADSEC).

After careful consideration and assistance from the Department’s counsel, we are now ready to move ahead with implementation of a revised IEP that addresses educationally necessary, MaineCare billable services. The new implementation date is October 1, 2018.

The Department recognizes that what we initially viewed as a change in documentation has caused confusion and concern in the field, and wants to address several important points about what this change means and does not mean for IEP Teams and school administrative units:

  • First, nothing has changed about the IEP Team’s responsibility for determining if a child who needs special education also needs related services, such as behavioral health services, in order to benefit from their special education.
  • Second, nothing has changed about the requirement that an IEP address the behavioral health needs of a student with a disability whose behavior is impacting their education. MUSER has contained a category of related services called “school health services” for several years, and the scope of what is contained within that category has been limited only by the Supreme Court’s rulings in Garret F. and Tatro¹ that these services are services that do not need to be provided by a doctor. A social worker, or an educational technician certified as a behavior health professional could be a potential provider.
  • Third, nothing has changed with respect to the IEP Team’s responsibility for determining the least restrictive environment (LRE) in which a child with a disability will receive special education and related services. Not every student with a disability who requires behavioral health services needs to be served in a day treatment program. The IEP Team must consider the unique needs of the student in determining placement, just as they must consider the unique needs of the student in developing the rest of the IEP.
  • Finally, the only thing that has changed is that if the IEP Team determines that a child with a disability is going to receive a service or be served by a professional covered by MaineCare and the child’s parent has consented to the use of MaineCare as a payment source, the service must be documented in Section 8, on the applicable section of the service grid on the IEP.

Beginning of School Year Checklist for Completing Reports

The following checklist is designed to assist districts with publicly funded students in completing required reporting.  The dates listed after each report are when the report is open for entry and due for certification, if required.

Synergy

The Synergy Student Information System is now open for the 2018-2019 school year. If you are a new user or, an existing user who needs changes to system access, please complete the system access form and return to the Maine DOE Helpdesk.

Please note, the first three uploads in Synergy must be done in order (State ID – only if needed, Student Enrollment and Student Personal). Manual entry will allow all three sections to be entered at once so the order is not as critical.

The following items are available. Please visit the Maine DOE Data Resources webpage for Synergy codes to be used for the items below and detailed instructions for entry.

☐ State ID Import – Caution! Please verify the student has not already been previously enrolled in the State of Maine at any time before using this.  Duplicate student IDs create inaccurate data and are not always easy to resolve.
