Revisions to federal grant reimbursement system

Subrecipients were notified that starting Sept. 1, 2013 reimbursements will be subject to during-the-award monitoring through the federal grant reimbursement system.  This monitoring consists of uploading supporting documentation with invoices to provide evidence that the request for reimbursement is a reimbursement and is allocable, allowable, and reasonable and necessary under the federal grant award. Final notice: 2012-13 Educator Quality and Effectiveness Survey past due

The June 15 original deadline and several extended deadlines for the completion of last school year’s annual Educator Quality and Effectiveness Survey have passed. If your school district has not yet completed the survey, please do so without delay to ensure timely collection of this U.S. Department of Education EDFacts Initiative-mandated annual reporting.

Additional IDEA, Part B funding for school administrative units

The Maine DOE Office of Special Services will make an additional $3 million in FY13 Individuals with Disabilities Education Act (IDEA), Part B funding available to school administrative units to help offset financial losses they may have experienced as a result of the federal sequestration. These funds are part of the FY13 amount set aside by the Maine DOE, in accordance with its federally-approved Part B application, for State-level activities.

Commissioner applauds strong start of charter schools

Monitoring by the Maine Charter School Commission of the two charter schools that served students during the 2012-13 academic year show the state’s first charters are meeting their missions

AUGUSTA – The State’s Acting Education Commissioner is applauding the state’s first two public charters after their inaugural monitoring reports show the central Maine schools are engaging students and adapting quickly to meet emerging needs.

Cornville Regional Charter School in Cornville, which served approximately 60 grade K-6 students, and the Maine Academy of Natural Sciences (MeANS) in Hinckley, which served 52 students grades 9-12, opened in the fall of 2012 after Maine, under the leadership of Governor Paul R. LePage, became the 41st state to allow public charter schools.

In response to several questions from the field, the Department is providing clarity for charter schools regarding funding allocations for students who are newly identified as special education but were not identified as such by their attending school administrative unit (SAU).

Daily education rates set for special purpose private schools

The daily education rates for special purpose private schools have been set for the 2013-14 school year.

Special purpose private schools may charge less than the established daily rate but cannot charge school administrative units (SAUs) or the Maine DOE more than the rate established below. Daily education rate does not include charges for related services determined per each student’s individualized education program.

Resources available for transition to proficiency-based diploma

In 2012, the Maine Legislature passed into law LD 1422, An Act to Prepare Maine People for the Future Economy (Maine Revised Statutes, Title 20-A, section 4722-A).  The cornerstone of this law was the requirement that Maine transition to a proficiency-based system in which graduation from a Maine high school after Jan. 1, 2018 would be based on students demonstrating proficiency in meeting Maine’s learning standards in all eight content areas and their guiding principles. Maine DOE was charged with assisting school administrative units (SAUs) with this transition by developing standards-based system tools and by providing technical assistance and targeted funding. 2013-14 staff reporting past due

The Sept. 30 deadline for the completion of the annual educational staff reporting to the Maine DOE has passed. If your school district has not yet completed the reporting of school staff, please do so immediately to ensure that the complete and correct staff information will be available for the upcoming Essential Programs and Services (EPS) calculation that determines school subsidy as well as required federal reporting. Staff members with old or incomplete data in the Maine Education Data Management System (MEDMS) staff system may lose their ability to access the MEDMS system.
