EdJobs fund ARRA data reporting due Oct. 15

The Maine Department of Education is requesting that all school administrative units complete remaining EdJobs fund (original-I or supplemental-II) American Recovery and Reinvestment Act (ARRA) data module reporting for reimbursement by Oct. 15, 2012.

Submitting by the deadline will ensure that SAUs receive final EdJobs reimbursement payments in a timely manner and will expedite the close of the ARRA EdJobs grant. Please login to the Maine Education Data Management System (MEDMS) to enter your SAU’s data.

The Department will conduct a final reimbursement financial analysis after this date and will reimburse all valid September EdJobs expenses. Prompt attention in this matter is greatly appreciated. Please direct any questions concerning this request to Ted Fournier.

EdJobs program funds expenditures were permitted for personal services by employees of state sub-grantees (LEAs) only. Thus, only (b) in the table below applies.

Normal payroll processes should result in September obligated funds being paid the first pay period in October. All funds reported in October will be disbursed in early November, resulting in final grant funds liquidation. SAUs will have one full month to close out their ARRA EdJobs accounts.

If the obligation is for: Then the obligation is made:
(a) Acquisition of real or personal property On the date on which the State or sub-grantee makes a binding written commitment to acquire the property.
(b) Personal services by an employee of the State or sub-grantee When the services are performed.
(c) Personal services by a contractor who is not an employee of the State or sub-grantee On the date on which the State or sub-grantee makes a binding written commitment to obtain the services.
(d) Performance of work other than personal services On the date on which the State or sub-grantee makes a binding written commitment to obtain the work.
(e) Public utility services When the State or sub-grantee receives the services.
(f) Travel When the travel is taken.
(g) Rental of real or personal property When the State or sub-grantee uses the property.
