Notice of Proposed Rule Change: Fund for Efficient Delivery of Educational Services

Summary:  The Maine Department of Education is proposing a new major substantive rule for the application for, and awarding of, funds from the Fund for the Efficient Delivery of Educational Services.

This letter describes a new rule proposed by the Maine Department of Education entitled “Grant Application and Award Procedure: Fund for the Efficient Delivery of Educational Services.” Below is the public notice describing the proposed rule and information on how to participate in the rulemaking process.

The proposed major substantive rule outlines the process for applying for, and awarding, funding for projects to be funded under the Fund for the Efficient Delivery of Educational Services.  We anticipate that funding will be addressed during the upcoming legislative session, and we would like the rule to be in place so that we can conduct a competition for grants soon after the funding is available.

The purpose of the rule is to establish procedures and criteria by which the Department of Education may award grants to school administrative units, municipalities, counties, or combinations of those entities to improve educational opportunity and student achievement through more efficient delivery of educational services.

A PUBLIC HEARING on the proposed rule is scheduled for Monday, Nov. 21, 2011 from 10:00 – 11:30 a.m. in Room #103 of the Burton Cross State Office Building, 111 Sewall Street, Augusta, Maine.

WRITTEN COMMENT DEADLINE: 5:00 PM, Thursday Dec. 1, 2011.
