The Maine Department of Education Rule Chapter 140, “Public Charter Schools,” has been finally adopted.
The rule is a major substantive rule that was presented for approval by the Legislature in the 2012 legislative session. The Department revised the rule as directed by the Legislature and proceeded to final adoption once the authorizing Resolve took effect.
The rule sets forth standards relating to authorizer policies and practices, public notice of charter authorizing activity, student enrollment procedures, records transfers, conversion of non-charter public schools and reporting to the department; creates a process for resolution of disputes; and clarifies funding of charter schools.

The effective date for this rule change is Dec. 2, 2012.
